If you already have an account and try making new ones, you will waste yours and everybody's time. If you have never played before and your Steam purchase is your first time ever owning the game, use the CD Key provided in your game library for the steps listed in the first link. If you're following those instructions, it actually does lead you to MogStation after you create the Square-Enix account. I do have an existing square enix account, so I was trying to use that, to no avail.
